What is the LIPs Network CDP Initiative?
The LIPs Network Community Data Program (CDP) Initiative is a collaboration that enables all LIPs in Canada to access additional immigration data. This is done through an Immigration Data Portal on the Community Data Program website that was created specifically for LIPs. As with the dashboard on this site, key immigration data is available at each LIP’s level of geography—meaning their specific service area or geographic data boundary.
With funding from IRCC, staff at the Calgary Local Immigration Partnership began working with the Community Data Program (CDP) and leading the national LIPs Network CDP Initiative. The goal was to enable LIPs across Canada to access immigration data. An introductory webinar for LIPs was delivered with the CDP in the winter of 2018 to explain the project. In June 2018, a national LIPs Data Group was convened with representatives from LIPs large and small, urban and rural, and located coast to coast. The members completed several tasks over the next 20 months as part of their mandate before the group was disbanded.
Initially, a list of all LIPs across Canada was compiled and compared to the locations served by existing CDP data consortia. Service areas for each LIP were also identified and mapped against standard Statistics Canada geographies. Semi-custom geographies were identified, most of which combined two or more standard geographies into a larger service area. Boundary files were ordered from Statistics Canada to enable important immigration data to be purchased by the CDP for each LIP, including those with non-standard boundaries.
The most recent Inventory of LIP Geographies (dated 2020-03-12), describing LIP service area data boundaries, can be downloaded for reference. This file is updated periodically so please check the revision date to be sure you are using the latest version.
A process was developed with the CDP to provide data to LIPs located in regions where no CDP consortia exist. An Immigration Data Portal was created on the CDP website to enable all LIPs to access key immigration data for their LIP community. The LIPs Data Group identified which data would be of most value to the most LIPs and set priorities for data tables the CDP could order as part of the initiative. They also identified key variables that will be ordered by the CDP over time from the Longitudinal Immigration Database (also known as the IMdb), which contains data formerly provided by IRCC in “data cubes” to the CDP and others. The CDP website and Immigration Data Portal are updated by the CDP as new data orders are received.
The LIPs Data Group also supported the creation of “how to” guides and infographics to help LIPs access and use data from the Immigration Data Portal. Templates for two new immigration infographics have also been produced—one for All Immigrants in a community and one for Recent Immigrants. A webinar to demonstrate how to use them is tentatively planned for June 2020.
