What is the LIPs Network CDP Initiative?

The LIPs Network Community Data Program (CDP) Initiative is a collaboration that enables all LIPs in Canada to access additional immigration data. This is done through an Immigration Data Portal on the Community Data Program website that was created specifically for LIPs. A process was developed with the CDP to provide data to LIPs located in regions where no CDP consortia exist as well as for LIPs who cannot afford to pay a fee to become a member of a consortia. As with the portal on this site, key immigration data is available at each LIP’s level of geography—meaning their specific service area or geographic data boundary. It includes infographics and a dashboard that visualizes immigrant mobility data for custom LIP geographies using the Longitudinal Immigration Database (IMDB).  

With funding from Immigration, Refugees and Citizenship Canada (IRCC), staff at the National LIP Secretariat (NLS) work closely with the Community Data Program (CDP) on an on-going basis to update the Immigration Data Portal with immigration related data for all the 87 Local Immigration Partnerships (LIPs). NLS also facilitates webinars, tutorials and other data related tools and resources for LIPs. The NLS staff validates the standard and custom geographies of all existing LIPs and compiles the standard and custom geographies of all the new LIPs on an on-going basis. The updated custom geographies submitted to CDP for the purposes of immigration related data purchases for each LIP community. 

The most recent Inventory of LIP Geographies (dated 2020-03-12), describing LIP service area data boundaries, can be downloaded for reference. This file is updated periodically so please check the revision date to be sure you are using the latest version.

NLS worked with the LIP Research Working Group to identify which data would be of most value to the most LIPs and set priorities for data tables the CDP could order as part of the initiative. They also assist in identifying key variables that will be ordered by CDP over time from the Longitudinal Immigration Database (also known as the IMDB), which contains data formerly provided by IRCC in “data cubes” to the CDP and others. The CDP website and the immigration data portal are updated by the CDP as new data orders are received. 

NLS staff met one-on-one with LIPs staff across Canada to create awareness about the CDP-Immigration Data Portal Initiative and provided a tutorial on 1) how to register their membership and create accounts, 2) how to download Beyond 20-20 and Tableau Reader data tools, 2) how to download and access data tables, infographics and the mobility dashboard from the CDP Immigration Data Portal.

The CDP-Immigration Data Portal initiative is funded by Immigration, Refugees and Citizenship Canada (IRCC). Since 2021, the National LIP Secretariat (NLS) administers this initiative in partnership with CDP.  In 2018, the CDP-Immigration Data Portal Initiative was implemented by Calgary Local Immigration Partnership (CLIP) in partnership with CDP. CLIP worked closely with LIP Data Group convened with representation from LIPs large and small, urban, and rural, and located coast to coast in 2018. The group supported CLIP with the implementation of several tasks before it was disbanded in 2020. In 2021, the CDP-Immigration Data Portal Initiative was transitioned to NLS.
